Humentum and Accountability Lab are leading collective data tracking and analysis for the Executive Order mandating the reevaluation and realignment of United States foreign aid

Washington, D.C. — February 14, 2025 Accountability Lab, a global translocal network focused on governance, and Humentum, a nonprofit helping social good organizations strengthen their operations and are collectively leading the Global Aid Freeze Tracker to track the human and economic impacts of the Executive Order Reevaluating and Realigning United States Foreign Aid and subsequent administrative actions to implement it.  These actions have effectively frozen most foreign assistance funding from the U.S. Government. Yet, there has been no centralized reporting on the operational, financial, or human impacts of this freeze available. To date, efforts have been scattershot. The two organizations are now coming together to track this vital data.  
“The U.S. Government is the world’s largest donor of global development and humanitarian assistance funding,” says Cynthia Smith, Senior Director of Global Initiatives with Humentum.  “In only a few weeks since the issuance of the EO, U.S. foreign assistance processes have abruptly shut down, funding cut off, and no one knows for certain the enormity of the impact. We do know from our over 400 member organizations that the ripple effects are already widespread.  This effort will gather data through public surveys that the sector can use for collective action.”  
About the survey 
The website summarizes data gathered from weekly public surveys. The survey itself is also available on the site in multiple languages and has been already completed by hundreds of global development and humanitarian organizations.  The insights range from the extent to which life-saving services and livelihoods will be negatively impacted by the stop-work order to evidence about the potential harms to global economic and security interests.   “We recognized the need for a clearer understanding of organizations’ short- and medium-term resource outlooks and the impact on their work. This insight is essential for developing targeted strategies to support them effectively,” said Cheri-Leigh Erasmus, Co-CEO of Accountability Lab.
