Including the excluded in the bureaucracy

Let’s face it, Nepal’s civil service is not held in very high regard by Nepalis themselves. But in the past seven years after the affirmative action policies of the new Constitution, there are signs that the bureaucracy is more inclusive and efficient. Take Manmaya Bhattarai Pangeni, who entered Nepal’s civil service as a junior branch officer in 2006. She rose up the ranks, serving as Chief District Officer (CDO) of Nawalparasi and is now secretary at the Gandaki Province Chief Minister’s office. As CDO, Pangeni was committed to curbing illegal sand extraction and quarrying that worsened floods in the district. Serious crime, including violence against women, went down during [...]

A virtual Internship with Accountability Lab Nepal

Despite being 9,724 kilometres apart, I felt connected and part of the team every step of the way. As a student who knew little about humanitarian and development work, I was unsure what to expect working with Accountability Lab, let alone how to complete a virtual three-month internship from Sydney, Australia, due to COVID-19 travel restrictions. However, the moment I met with Narayan, Soni and Bikin, they eased all my concerns. They were so welcoming and excited to have me on the team. 14 weeks later, I completed my internship, and could not be happier and prouder of myself and [...]

More than corruption and poor governance – Integrity Icon in SA on municipal distress

By Dr Sarah Dlamini As a paediatric doctor in the public health system, I see the fault lines of segregation in our communities daily, and how the failure of municipal services is not experienced in the same ways by all South Africans. I live in Msunduzi, KwaZulu-Natal, where municipal services have been steadily collapsing. As a resident, I have watched the collapse with despair. For years the municipality has been hobbling along, struggling to deliver equitable services efficiently, but it has now crossed the tipping point on account of maladministration and corruption. A huge proportion of residents, mostly black and poor, routinely [...]

Improving ethical leadership in our public institutions

The failure of the South African state at multiple levels to assure society of its commitment to building a social compact premised on compassion, integrity and accountability has not only eroded society's confidence in its ability to put people before profits and political elites. It has also shattered the very bedrock of what holds a society together - trust. Sekoetlane Phamodi, AL Country Director in South Africa, reflects on how to build this trust back up again.   Trust and the accompanying social compact are important from a multitude of perspectives. There’s the trust that citizens and residents should have [...]

Public Trust and the Nigerian Police: The Abba Kyari Story

The recent suspension of the once-celebrated police officer, Abba Kyari, on suspicion of links to an international fraudster, has set off a tidal wave of socio-political debate. Lack of trust in the police was already a widely accepted consensus among Nigerians prior to this latest indictment, owing to many reports of corruption, ineptitude, and impunity. The country is still sour from the nationwide #EndSARS protests against police brutality; even more so from the grim Lekki tollgate shootings that followed. Nowadays, many citizens no longer look to the nation’s security apparatus for protection, but rather pray not to encounter them in [...]
